3783264 - Foundation Object validation during Integration Center Job Requisition update uses current execution date instead of jobStartDate - Recruiting Management

When running an Integration Center job to update existing Job Requisitions via CSV file import, the job fails with the following error:

legalEntity_obj, division_obj, businessUnit_obj, department_obj are invalid as on JobStartDate [current timestamp]. Enter valid data, or change Job Start Date, with the index 0

The error references the current execution date and time, even when the jobStartDate column in the CSV file contains a past date.
