3783403 - PCC access shows "sorry, there is no data for you"; payroll system assignment shows "no data available or you do not have necessary permission" - payroll control center

• When accessing PCC from EC under the payroll tab, the message appears: "Sorry, there is no data for you. Possible reasons are as follows:(1) No payroll systems have been assigned to you. (2) You have no permission for SAP System Configuration. Please contact your system administrator."
• When attempting to add a user in Payroll System Assignment, the message appears: "No data available or you do not have necessary permission."
• User reported that all necessary permissions had been granted.
