3783527 - Business rule cannot retrieve competency unofficial rating when using rating on behavior

When using rating on behavior, the competency unofficial user rating can not be retrieved by business rule.

SAP SuccessFactors Performance Management

1. Configure a performance form with competencies that contain behaviors and enabled rating on behavior.
2. Configure the competency section mode in EZ-Rater.
3. Provide ratings in unofficial user rating for behaviors.
4. Notice that the competency unofficial user rating is calculated based on behaviors and displayed for the competency.
5. Create a business rule to retrieve the competency unofficial user rating to pass the value to a custom field.
6. Observe that the custom field is not populated with the competency unofficial user rating.

This is known feature limitation. When rating on behavior, the competency's unofficial user rating is visible in the UI, but it is actually not stored in form content, so it can not be retrieved by the business rule.
