3783989 - How to perform zero tax declaration for terminated employees

Symptom

After applying Note 3746570, zero tax declaration is no longer supported for terminated employees when feature 28TCE is set to ZX.

The system enforces a 1*5000 tax exemption and clears historical data table TCRT for terminated employees, even when zero declaration is configured.
