1. Open Implementation Manager.
2. Upload the assembled patch solution.
3. Select the solution file to import.
4. Start activation and observe that deployment fails with the listed errors.

This is a known issue caused by temporary inconsistencies with the user account that initiated the activation.

Open a case with SAP Product Support and request that reactivation is triggered by an SAP Support user.
