3784306 - Run Statutory Reports: "New phase cannot be started..." when starting a new phase for GB VAT Return

• The Start New Phase action in the Run Statutory Reports app fails for the GB VAT Return. 
• Error message: "New phase cannot be started as the defined phases and activities are not yet completed." 
• The Correction phase is not available for GB Vat Return report, so starting a new phase for corrections is not supported.
