3784511 - Why did I receive an activity item escalation notification about another user?

• I received an escalation notification for an activity item, but the body of the notification references another user who has not completed the work item
• The notification states that another user "has not acted upon the following work item"
• I am listed as the recipient, but the activity item is not assigned to me
