3784845 - Unable to edit preferred supplier list due to blocked supplier error

When saving changes in the Manage Preferred Supplier List app, an error occurs and the changes cannot be saved, because of a blocked supplier. 
The error is MMPUR_SUPLRLIST 040 Supplier &&& is blocked and cannot be used.
