3784901 - Mid-year rate update in BTXRATE is automatically applied from the start of the year

Symptom

When a tax rate is updated in the BTXRATE table with an effective date in the middle of the year, the system automatically adjusts the change as if it were effective from the beginning of the year. 
As a result, payroll recalculates the tax for all payroll periods from the start of the year instead of applying the new rate only from the specified effective date.
