3784913 - Action buttons are missing from Learning cards on Workzone

Actions are missing from Learning cards on Workzone for all items and users after 1H2026 release.

1. Login into Workzone.
2. Check Learning cards on Workzone. All items do not have any Action button for all users.

This is the new version of Learning Plan, it does not have the action button as we've adopted the assignments API for the card while the assignments API do not have sf deeplink for the action button.

For the new version,  user shall click the item deeplink to navigate to the Learning page for further actions.
