3784983 - SOAP receiver channel continues to return "No logged in user found" after Principal Propagation is disabled

A SOAP receiver channel returns the following error during message processing:

SOAP: Error occurred: com.sap.engine.interfaces.messaging.api.exception.MessagingException:
java.io.IOException: Unable to get URLConnection:
com.sap.security.core.server.destinations.api.ConfigurationException:
[com.sap.ASJ.dest.if0104] Unable to create URLConnection:
No logged in user found. 

The issue occurs even though no recent system upgrade has been performed and Principal Propagation is no longer enabled on the channel.
