Symptom
- An error occurs when attempting to access Learning: "Failed to authenticate SAML response. If this keeps happening, please contact your administrator."
- The issue only happens to certain user while other users in the same instance can login without problem.
- The issue happens even if the user ID in Learning matches the user ID in BizX exactly.
- Both Learning user and BizX user are active.

Reproducing the Issue
1. Login as user "ABC"
2. Navigate to Learning system
3. Observe the error during SSO authentication: "Failed to authenticate SAML response. If this keeps happening, please contact your administrator."
Cause
The configuration of loginPolicy.USER.caseSensitiveID is set to false in Learning Admin Center>System Administration >Configuration >System Configuration >AUTHENTICATION
At the meanwhile, there is another user exist in Learning side with user ID "abc"
Resolution
1. Change loginPolicy.USER.caseSensitiveID to true. Before changing, please make sure in your instance, there is no user has BizX user ID and Learning user ID by a case-in-sensitive match, otherwise, this user will not be able to login Learning after the change
Or
2. Remove the extra learning user ID "abc" by hard purge
