3785164 - How to trigger IDocs in single message not individual messages for XML HTTP port

Symptom

For outbound IDoc to XML HTTP port, using 'Collect Mode' mode in WE20, and set the 'Pack. Size'.
Expect there will be one single message contains 'Pack. Size' defined IDocs, but actually, the IDocs are getting trigger individually and not in single message. 

For example Basic Type PEXR2002 IDoc, and the 'Pack.Size' set as 15.

Expected output behaviour:

<PEXR2002>
<IDOC> <!--1st IDoc---> </IDOC>
<IDOC> <!--2nd IDoc---> </IDOC>
....
<IDOC> <!--15th IDoc---> </IDOC>
</PEXR2002>

Current Output behaviour:

<PEXR2002>
<IDOC> <!--1st IDoc---> </IDOC>
</PEXR2002>

<PEXR2002>
<IDOC> <!--2nd IDoc---> </IDOC>
</PEXR2002>

.....

<PEXR2002>
