3785213 - com.sap.security.api.UMException: Transaction has timed out and has beenrolled back. Commit is not allowed at this state: SAP AS Java startup issue

The SAP NetWeaver Application Server for Java startup fails due to the UME (User Management Engine) service (com.sap.security.core.ume.service) not being initialized and the below error is logged in the trace files (default trace file, std_server<x> and dev_server<x>):
