3785271 - DCD cannot be released in app Manage Documented Credit Decisions - SAP S/4HANA Cloud Public Edition

• When attempting to release a blocked sales order in the app Manage Documented Credit Decisions, the following error message appears: "No authorization to change documented credit decisions.".
• The Release button is inactive/disabled in app Manage Documented Credit Decisions old app.
• Business catalog "SAP_FIN_BC_CR_DCD_PC" is not present after switching on the feature toggle "Rebuild of documented credit decision (FIN_FSCM_REBUILD_DCD)" in the configuration environment.
• For new S/4HANA public cloud customers Documented Credit Decision app is not available.

SAP S/4HANA Cloud Public Edition

1. Create a sales order.
2. Ensure the credit limit is overdue.
3. Open the app Manage Documented Credit Decisions.
4. Attempt to release the blocked sales order.

• New customers cannot access the old DCD app and the business catalog SAP_FIN_BC_CR_CASES_PC from CE2608 on, because the app was marked as deprecated and deprecated apps are not set into scope.
• This behavior occurs when the feature toggle is activated, but the user is still accessing the old app (which may be marked as "deprecated" on the tile).
• The user lacks the updated authorization catalog required for managing Documented Credit Decisions (DCDs) under the activated feature set.

1. The new app Manage Documented Credit Decisions (App ID F5587A) will be available after activating the feature Rebuild of documented credit decision (FIN_FSCM_REBUILD_DCD) in the configuration activity Activate Features.
2. Please note: It can take some time after activation of a feature toggle to see all effects. The scoping engine is activating business catalogs but it need to be triggered. It takes time after the feature toggle is set active until the scoping engine gets this information.
   
   
3. For new S/4HANA public cloud customers, cannot see the new app by default, it requires switching on the above-mentioned feature toggle first.
   
   
4. For old S/4HANA public cloud customers Migrate the Documented Credit Decisions (DCDs) using the app Rebuild Credit Management Data.
   
   
5. Assign the new business catalog "SAP_FIN_BC_CR_DCD_PC" to the relevant user business roles.
   
   
6. Ensure the user accesses the updated app corresponding to the new catalog instead of the deprecated application tile.
