Symptom
Performance Management forms are not automatically transferred to the new Matrix Manager after a manager change and execution of the HRIS Sync and Document Transfer jobs.
Customers may observe the following behavior:
- Forms remain assigned to the previous Matrix Manager instead of being transferred to the newly assigned Matrix Manager.
- The old Matrix Manager continues to see the forms in the Inbox or En Route folders.
- The new Matrix Manager does not receive the forms after the manager change.
- The issue can be reproduced when a Job Relationships import updates the Matrix Manager and another relationship in the same import file is set to "NO_MANAGER".
Environment
Reproducing the Issue
- Launch a Performance Management form for a user.
- Route the form to the current Matrix Manager.
- Route the form forward so that it appears in the Matrix Manager's En Route folder.
- Import employee data through Admin Center > Import Employee Data > Job Relationships.
- Include a record where the Matrix Manager is changed to a new manager and another relationship is set to "NO_MANAGER".
- Run the HRIS Sync job.
- Trigger the Document Transfer job.
- Proxy as the new Matrix Manager and verify the En Route folder.
- Observe that the form is not transferred.
- Proxy as the old Matrix Manager and verify the En Route folder.
- Observe that the form remains assigned to the old manager.
Cause
A product defect was identified where the automatic document transfer process may fail under specific conditions.
The issue occurs when:
- A Job Relationships import updates the Matrix Manager to a new manager.
- Another relationship record within the same import file is populated with "NO_MANAGER".
- HRIS Sync and Document Transfer jobs are executed.
Under these conditions, the Document Transfer process may detect an inconsistent manager relationship state and therefore not transfer eligible forms to the new Matrix Manager.
Resolution
Engineering has confirmed the issue and plans to deliver a permanent fix in the 2H 2026 (2611) release.
Until the fix is released, use one of the following workarounds.
Workaround 1
Force the workflow to refresh by:
- Routing the form to another workflow step.
- Routing the form back to the current Matrix Manager step.
Workaround 2
Update the manager relationship in separate actions:
- Change the Matrix Manager back to the previous manager.
- Complete HRIS synchronization.
- Update the Matrix Manager again to the intended new manager.
- Execute the Document Transfer process.
This ensures the manager relationship is processed correctly and allows the form transfer to occur.
