3785790 - flp language and region settings disabled after sapui5 1.120.41 update; time zone not selectable - SAP fiori launchpad

• After updating to SAPUI5 1.120.41 and applying a kernel patch, the Fiori Launchpad User Settings > Language & Region section shows disabled options.
• Time zone is not selectable (grayed out) in Language & Region.
• Users without a configured time zone are assigned the system time zone automatically.
• Users were previously able to modify their user settings, including time zone.
• The behavior started immediately after the patch update.
• "Some fields are disabled and can only be changed in the Central User Administration system."
• No Central User Administration (CUA) is configured.
