3786502 - Editing proficiency for a target role skill in the target role detail page (Roles & Aspirations section) not yet in growth portfolio doesn’t create a timeline audit entry (career worksheet)

• When a user edits the proficiency rating of a skill in the target role detail page (for a skill not yet added to the employee's growth portfolio), the skill is added to the growth portfolio, but the timeline info does not record the proficiency rating change. It only shows an entry "skill added to growth portfolio".
  
  
•  The expected behavior is for the timeline info to indicate that the skill was added by the logged-in user from the target role and to record an additional entry about the proficiency level change.
