Symptom

  • External users are not created in Identity Authentication during provisioning.
  • Error message: The request to create an entity has failed with: 409 Conflict "Login name isn't unique."
  • The attempt to retrieve the existing entity from the target system was unsuccessful.
  • In some cases, error message: 409 Conflict "User profile with email already exists."
