3787117 - Employee Qualifications Not Replicated to FSM When Assigned to Business Partner Instead of Person/Employee

When replicating BP Employee skills to FSM, employee qualifications are not replicated.

• The API/OData response does not return qualification data.
• Tracing the iFlow "Replicate Business Partner Employee" shows that qualifications are missing in the payload.
• Testing the qualification read URL directly also returns no qualification records.
