3787649 - Material master changes do not trigger outbound IDocs via DRF in ECC

Symptom

When material master records are changed in an ECC system, outbound IDocs are not sent automatically. DRF outbound implementation 194_1 is configured for material replication, but no outbound IDoc processing is triggered.
