3787806 - User unable to find "Upload File" icon in the Joule Standalone Web Client

Symptom

After enabling and configuring SAP Joule, users expect to see the Upload Attachment capability in the Joule chat interface but are unable to upload files. The Upload Attachment (paperclip) icon is not displayed/missing in the Joule Standalone Web client.
