3787953 - Business Partner has Status Locked, not able to change the BP or clean the error message.

1. In transaction /BP, a BP is archived and central blocked 
2. But there is still some open change documents contained this BP
3. While editing one of such change document, you get following error message
   Current processer XXX may not be used 
   Business partner XXX has status "Locked" 
4. In the Change Document, editing for this BP function (For example change manager) is blocked, can't change it 
5. Unable to clean the error message via the Recheck PPF action
