3788348 - Specification relationship tab is throwing error when trying to add two specifications with same template

Symptom

When adding two Regulatory specifications using the same inheritance template (an empty template that does not inherit any property data), the system throws the following error even though the template is not configured to pass any VAT data: Inheritance templates &1 and &2 have overlapping data areas (message number CM_SUB_MLI 002).
