3788756 - Why is approval chaining routing past approvers who have a signature authority amount configured?

I configured approval chaining on an approval group and the approvers in the supervisor chain have a signature authority amount set on their user profile, but the approval is routing past them to a higher-level supervisor. When I check the user profile, the approvers show a signature authority amount, but the system does not stop the chaining at the expected level.
