During IMS shutdown using MCM, the IM4G process DE_B_IM_DEV_REMOVAL fails in step 0200.
A BPEM is created because an active EDM profile allocation still exists for the device being removed.
The profile allocation remains active although the device removal process has already been initiated through MCM.
