3789194 - Specific user is not possible to open Job Profile - An application error occurred. Please try again later, or notify support if the issue keeps occurring.

You have a issue where a specific user is not able to access Job profiles, even when proxy as other users:

"An application error occurred. Please try again later, or notify support if the issue keeps occurring."

Also, you can notice that on Configure people profile is showing error message on translations:

Open "Job profile" on Admin center

and error below show on legacy Job Profile and in latest is showed as empty:

"An application error occurred. Please try again later, or notify support if the issue keeps occurring."

UDF with invalid entries for DEFAULT_LOCALE 

If you export the UDF(User data file) you will confirm that DEFAULT_LOCALE has invalid value, is expected to have only available translations of system.

Like en_US if system is English US.
