3789309 - Items per page is blank and default record display is not showing in Documents Workspace

Symptom

In the Documents workspace, the Items Per Page field is blank by default if the User Preference for Default Record Display is set to 250. Users must manually select the number of records from the dropdown each time they access the workspace. When Set Default Record Display is set to 250, the page can appear empty and Items Per Page shows blank; 100 or below works as expected.
