3789623 - SCC7N fails with error "Client Import Process has already been started"

Symptom

When executing transaction SCC7N (Client Import Post-Processing), the process fails immediately during the PHASE_INITIALIZE or WAIT_FOR_LAST_TASK phase with the error:

'Client Import Process has already been started'

The post-processing does not proceed further.
