3789638 - DB6: "ACCESS TABLE WHEN IN RESTRICTED STATE" - DIA8070C Attempt to access a table in a restricted state.

Symptom

Migration step fails with R3load IMPORT reporting an error with a table activity.

A1EEGEN 000 (IMP) Cannot delete on target database with native 'WHERE' condition
A1EEGEN 000X(IMP) Table name is 'TABNAME'
A1EEGEN 026 Exit code: "12"
A1 EGEN 005 /swrep/tmplog_<SID>/sapinst_instdir/NW750/DB6/COPY/SYSTEM/DISTRIBUTED/AS-ABAP/DB/R3load: END OF LOG: 20260729130913

The db2diag.log does not report the table name, however for the timestamp we see that a table was in a restricted state when Db2 attempted to access it.
