3789696 - Freight Order Cannot Settle Charges to Multiple Suppliers (carrier and clearing agent) in Road Scenario

You would like to create freight orders with more than one supplier. One supplier will be acting as Carrier / Forwarding Agent, who performs the actual transport and is the primary involved party on the Freight Order. And another supplier acts as, Clearing Agent, who provides customs clearance, documentation, or related compliance services tied to the same shipment/Freight Order. Both parties are set up as valid Business Partners with Supplier & Carrier roles in our system, and both need to invoice us for their respective services against the same Freight Order, since the charges are tied to a single physical shipment and need to remain traceable back to it for cost and audit purposes.

SAP S/4HANA Cloud Public Edition

1. Create a road freight order in Transportation Management with one carrier as the primary involved party.
2. Add charges that include carrier transport costs and separate customs/clearing services for a second supplier.
3. Attempt to assign a different business partner per charge item to enable automatic split of freight settlement documents by supplier.
4. Generate freight settlement; observe that settlement can only be created for the single header-level party.

The embedded Transportation Management for Public Cloud road scenario supports only one settlement party at the freight order header; item-level assignment of different suppliers for automatic multi-vendor freight settlement is not delivered as standard.

In SAP S/4HANA Public Cloud TM, a single Freight Order (FO) is designed around one primary carrier/invoicing party at the header level for standard freight settlement. Assigning different Business Partners at the charge item level to automatically split Freight Settlement Documents (FSDs) by supplier is not a standard, out-of-the-box capability in the embedded TM Public Cloud edition for road freight scenarios involving a Carrier and a separate Clearing Agent.

SAP KBA 3687920 explicitly references "payment to multiple vendors in freight orders in SAP S/4HANA Cloud Public Edition" and includes "feature request" as a keyword, which indicates that native charge item–level multi-vendor settlement within a single road Freight Order in Public Cloud is not yet a fully delivered standard capability and has been raised as a product gap/enhancement request. Currently we don't have any other option to setup additional BP.
