3789809 - How do I view all records in an SAP Ariba Buying export file when Excel shows only 1,048,574 rows?

Symptom

I run an export task from the SAP Ariba Buying admin (such as CommodityExportMapExport, AccountTypeExport, or any other data export task) and open the resulting CSV file in Microsoft Excel. Excel displays only 1,048,574 records, but when I open the same file in Notepad++, I see a different row count. I want to confirm whether the exported file is complete and how to view all records correctly.
