3789833 - BC Set activation fails in SCPR20 for GRPC-ATTR-ASSERTION due to missing VC_GRPCATTR entries and non-customizing views

When activating SAP Process Control BC Sets in transaction SCPR20, activation ends with errors such as:

• View V_GRPCATTR is Read-Only
• Data for object V_GRPCATTR cannot be activated
• BC Set GRPC-ATTR-ASSERTION: The activation of customizing object V_GRPCATTR is not supported
• View V_GRPCATTR2 is Read-Only
• Corresponding entry in "Values" missing
• Activation of customizing object VC_GRPCATTR with errors
• Activation of BC Set GRPC-ATTR-ASSERTION ended with errors

Customers may encounter this even after following SAP Note 3211631.
