3790024 - The PO status is active after delete all purchase order items (Flexible Workflow)

Symptom

When deleting purchase order items, the header field PROCSTAT changes from 5 (Release Complete) to 2 (Active).

In earlier releases, deleting items did not change PROCSTAT and it remained 5.
