3790345 - I cannot close a purchase order because it is not in a closeable state

When I attempt to use Close for Receiving or Close for Invoicing, the application displays the following error:

Cannot close or reopen the order because it is not in a closeable state or the option specified in the ClosedForAction column is not valid.
