Start Timer event fails with the following error:

com.sap.it.nm.concurrent.LockException: java.lang.RuntimeException: Unable to get lock info store connection. Reason : external_pool - Connection is not available, request timed out after 30000ms., cause: java.lang.RuntimeException: Unable to get lock info store connection.
