During VSR optimization, the optimizer creates a new Freight Order for a vehicle instead of assigning the Freight Unit to an existing Freight Order with sufficient remaining capacity.

• The new Freight Order is scheduled only after the vehicle completes its current trip and returns, even though the existing Freight Order has available capacity.
• A Fixed Cost per Capacity document has been configured to encourage consolidation, but the optimizer ignores it and opens a new Freight Order.
