3790962 - SAP Web Dispatcher -checkconfig returns "no servers in list of system" resulting 503 Service Not Available

Requests are unable to reach to the backend system using SAP Web Dispatcher as reverse proxy resulting 503 Service Unavailable 

while checking the traces of SAP Web dispatcher [ dev_webdisp ]  you will find the following entries:

HTTP [xxx/xxxxx/x] error: ICMERUNLEVELSTOPPED (Tenant runlevel stopped); Tenant currently stopped
[Thr xxxx] HTTP response (raw) [xxx/xxxxx/x]:
[Thr xxxx]   HTTP/1.0 503 Service Unavailable

And upon collecting the output of the command sapwebdisp.exe pf=<full path of webdispatcher profile> -checkconfig the following details will be observed:
