When I run the incremental master data load for user via ARBCIG_MASTER_DATA_EXPORT program, one or more users are missing from the UserConsolidated.csv file. The change entries for the affected users are present in table ARBCIG_CHANGEDOC, and no error or warning is logged for the skipped users during the export run.
