3791120 - How do I add the "&" symbol and add line breaks correctly in an imported requisition payload?

I send a RequisitionImportPull SOAP request with text in ImportedHeaderCommentStaging or ImportedLineCommentStaging and I observe one or both of the following:

• • The "&" symbol appears without surrounding spaces (e.g., Section A& Section B instead of Section A & Section B)
  • Line breaks between sections are ignored and text appears concatenated on the same line (e.g., ...end of paragraph.Start of next section:)
