3791202 - Unable to assign Job Relationships for New Hires via Manage Pending Hires

While attempting to assign job relationships for new hires via Manage Pending Hires, searching for a relationship user returns "No results" when the user selected is outside the target population. 

For example, an HR Officer is unable to assign job relationships for new hires if they select any relationship user outside their target population. 

However, they are able to assign users within their own target population as the Relationship user for the new hires. 

Pre-requisite: The setting "Enable target group based filtering for Worker fields" is enabled in Company Settings and the permission "Restrict fields of type Worker" is enabled in the permission role of the user trying to assign job relationships for new hires. 

SAP SuccessFactors Employee Central - Job Relationships | Manage Pending Hires

1. Navigate to Manage Pending Hires
2. Open any pending hire and attempt to add a Job Relationship
3. Observe that the Relationship search returns no results

The system working as designed.

The Relationship search in Manage Pending Hires is controlled by the “Enable target group based filtering for Worker fields” setting in Company Settings and the Role-Based Permission “Restrict fields of type Worker” which can either limit or empty the search results based on target population.

The validation of the user search logic for the Relationship field on the Manage Pending Hires page is governed by the setting "Enable target group based filtering for Worker fields" in Company Settings. 

• When this setting is enabled (i.e., "Enable target group based filtering for Worker fields" in Company Settings) and the permission "Restrict fields of type Worker" is enabled in the permission role:
  • The user search functionality tied to the Relationship field will strictly apply the target population defined under the RBP restriction rule Restrict fields of type Worker to filter search results. The users that show up in the Relationship Name field will be limited to the population scope authorized by this specific Worker-type field target group configuration.
  • That is the reason why the HR Officer was able to assign only the users in their target population as the relationship name for new hires in Manage Pending Hires. 
• When this setting is disabled and the permission "Restrict fields of type Worker" is disabled in the (HR Officer's) permission role:
  • The Relationship field search will no longer adhere to the dedicated target population filtering rule.
  • Instead, the visibility of search results will depend entirely on the target population assigned to the user's People Search permission.
  • If the General User Search permission is assigned to the "Employee on Others" permission role and this role is assigned to all employees with the target population "Everyone", then the HR Officer will be able to assign/select any employee as the Relationship name for new hires in the Manage Pending Hires screen.

Note: When the toggle ("Enable target group based filtering for Worker fields" in Company Settings) is enabled or disabled, it can take some time for the setting to take effect. You may have to log out and login back to the instance or clear the browser cache.
