3791284 - IAS: User initial password could not be set

Symptom

While setting the initial password of a user in the Cloud Identity Services (CIS) - Identity Authentication Service (IAS), the following error message appears with HTTP 500 error (this is traceable via .HAR while following KBA: 2202499):

User initial password could not be set

While checking the Troubleshooting logs around the problematic timeframe, the following error message appears:
