Symptom
In the eDocument Cockpit or Manage Electronic Documents app, the Submit button is not available for Saudi Arabia electronic documents. The process type displayed is "Saudi Arabia eInv.(Generation)" instead of "Saudi Arabia Tax Inv.". The available actions are limited to Display, Generate XML, Export File, and Customer — no Submit button is present.
Although the Saudi Arabia DRC Features have been activated in the Activate Document and Reporting Compliance Features configuration activity — the standard resolution suggested in the SAP Help Portal FAQ Why is the Submit button missing? — the Submit button is still not available.

Reproducing the Issue
- Open the eDocument Cockpit app or the Manage Electronic Documents app.
- Filter by country Saudi Arabia.
- Select an electronic document with status "eDocument Created".
- Observe that the process type shown is "Saudi Arabia eInv.(Generation)".
- Observe that the available action buttons are Display, Generate XML, Export File, and Customer — the Submit button is not present.
- Open the configuration environment and search for "Maintain Effective Date of Integration with Tax Authority" (SSCUI 106131).
- Observe that no entry exists for the affected company code.
Cause
The Submit button for Saudi Arabia e-invoicing is part of the Phase 2 submission process "Saudi Arabia Tax Inv.". The system controls the switch from Phase 1 to Phase 2 through a dedicated configuration entry per company code.
The Effective Date of Integration with Tax Authority has not been maintained in SSCUI 106131 (Maintain Effective Date of Integration with Tax Authority) for the affected company code. Without this entry, the system remains permanently in Phase 1 regardless of other configurations, and only the Generation process is triggered. The Submit button is not part of the Phase 1 process and will not appear until the Effective Date is set.
Activating DRC Features alone — as described in the general SAP Help Portal FAQ — is not sufficient for Saudi Arabia Phase 2. Saudi Arabia requires this additional company-code-level configuration to enable submission.
Resolution
Please follow the steps below to resolve the issue:
- Open SSCUI 106131 (Maintain Effective Date of Integration with Tax Authority) in your configuration environment.
- Select Saudi Arabia.
- Choose New Entries.
- Enter the affected company code and set the Effective Date to today's date or an earlier date to activate Phase 2.
- Save the configuration.
- Create a new source document (accounting or billing document) for the affected company code.
- Open the eDocument Cockpit and verify that the new electronic document shows process type "Saudi Arabia Tax Inv." and that the Submit button is now available.
Note: Before submitting to ZATCA, ensure that the Cryptographic Stamp Identifier (CSID) Onboarding has been completed for the affected company code using the "Saudi Arabia: Request Cryptographic Stamp Identifier" app (Request CCSID → Check Compliance → Request CSID). For more information, see Generating Cryptographic Stamp Identifier. If using a non-production environment, verify that the Communication Arrangement SAP_COM_0280 is configured to point to the ZATCA Simulation endpoint rather than the production endpoint.
