3791718 - Error While Activating Local Secure Store (LSS) from SSFS

Symptom

While following the guide "Activate the Local Secure Store (LSS)" to activate LSS, the following error occurs:

sidadm@XXXTST-1:/usr/sap/XXX/XXXXX> hdbnsutil -migrateSecureStore --target=LSS
current root key store: SSFS
target root key store: LSS
can't migrate to LSS (LSS not installed)
failed.
