3791731 - TPM B2B Payload Archiving: Failed Interchanges Remain in Archive Status "Pending" and Are Not Archived

Symptom

When using B2B Payload Archiving in SAP Integration Suite – Trading Partner Management (TPM), interchanges with processing status Failed remain in Archive Status = Pending and are not archived to the configured archive repository. Successful interchanges are archived as expected.

The behavior is observed consistently for failed interchanges and is not dependent on a specific B2B message type.
