3791904 - ESS Application HRESS_AC_PAYSLIP Fails with "Old List UIBB Could Not Be Started. Field Catalog Missing."

Symptom

When accessing the Employee Self-Service (ESS) Payslip application HRESS_AC_PAYSLIP, the following error is displayed as "Old List UIBB could not be started. Field catalog missing.".
The issue is reproducible when testing the application via t-code SE80.
