Goal Field Visibility Changes in En Route Forms Following the Goal Plan State Change

1. Configure a PM form integrated with GM where goal plan field permissions are changed in different goal plan state
2. Route the form to next step, and check form in user's enroute folder, some fields are displaying.
3. Go to Goal management and change the goal plan state.
4. Check the form in en route folder again, some field are not displaying.

This is current system behavior:
When a form is in the En Route folder, any changes to goal field values will not be reflected — the form continues to display the values as they were at the time it was sent.
However, changes to goal field visibility caused by a goal plan state change will be reflected, and the fields will be displayed according to the current goal plan state.

Workaround: 
Configure proper field permissions in different goal plan state.
