3792335 - Save allowed for effective-dated record with no data changes when field has business rule

System allows the new record to be saved when the modified field has an associated Business Rule (onChange); even though there are no effective data changes compared to the previous record.

SAP SuccessFactors Employee Central: Job Information History UI & MSS UI

1. Open an employee's record.
2. Choose to insert a new effective-dated record by Change Job and Compensation Info -> Job Information under All Actions.
3. Change the value of a field that has an associated Business Rule (onChange).
4. Before saving, change the field back to its original value so that all field values match the previous record.
5. Observe that the Save button remains enabled.
6. Save the record create record without any changes.

Expected behavior as the new record differs from the previous record in its event/event reason and selecting event/event reason should be enough for the Save button to become active.
