3792339 - Delete Icon Is Greyed Out and Delegates Cannot Be Deleted

In the Delegates entity, the Delete icon is disabled (greyed out) and users are unable to delete a delegate.

1. Navigate to the Delegates work center.
2. Select an existing delegate record.
3. Observe that the Delete icon is unavailable or greyed out.

Delegates that have already become active or have expired cannot be deleted. Only delegates with a Scheduled status (start date is in the future) can be deleted.

This behavior is expected by design.

To delete a delegate, ensure that the delegation is still in Scheduled status and has not yet reached its start date.
