3792348 - Compensation route step labels show only in english in story reports

• Labels for Compensation Status Step appear in English instead of Norwegian in a story report created in Norwegian.
• The issue affects multiple users.
• The issue also occurs if the report is created in English language and then the language is changed.

1. Set the default login language to nb_NO and re-login.
2. Create or open a Story Report built in Norwegian.
3. Observe that the Compensation Status Step (Step Description) values display in English, not Norwegian.

A known product gap in current functionality prevents locale-specific route step labels from displaying in Story Reports, even when translations are maintained.
